If you bumper is held on with I-Beams, it is definitely a good idea to grab the Mount-n-Lock SafetyStruts Universal Bumper Brackets - 4" to 4-1/2" - Qty 2 # MO34VR. This can help you support up to 400 pounds (when evenly distributed), and will get you just about the capacity of the etrailer RV Enclosed Cargo Carrier Kit with Cover - 60" # e32MV. Even if you don't necessarily "need" them, they will offer extra support to the bumper beam. I don't think extra support can ever be a bad thing. If it were me, I would install them regardless.
That said, you will also want to verify the capacity of the bumper with the trailer manufacturer if you haven't already. You are always limited by the lowest rated component, so that is something to be aware of.

The safety struts mounted very easily, be sure to use a high speed steel step drill bit. Lowes ~ 18 bucks, drills fast. I plan on hauling 2" hitch bike rack and maybe a cargo rack in the 2" hitch at times. Hauling a deflated Avon raft
