Hey Thomas! Yes, any RV water filter can develop mold or bacteria if it sits wet for extended periods, but using it one week a month is generally not a problem as long as you store it properly between trips.
For the AquaFresh Exterior Water Filter # A01-1131VP, I recommend draining as much water from the filter as possible after each trip, capping the ends, and storing it in a cool, dry place out of direct sunlight. Before your next trip, let fresh water run through it for a minute or two to flush out any stagnant water.
Even if you only use your RV one week each month, I'd still replace the filter cartridge according to the manufacturer's recommended service interval, since filter life is based on both time and water usage.
