Why Do Trailer Hitches Have Multiple Weight Ratings?

The description in the web page states that this trailer is $5,000 tow weight, 750 lb tongue weight. The sticker on the item received says 4,000 lb gross trailer weight 400 lb tongue weight as well as 5,000 lb weight distribution and 500 lb weight distribution tongue weight. Is this the same item as ordered with just a much less capacity sticker? Not that I intend to ever reach the 750 lb tongue weight but its concerning that the item received shows 250 pounds less than what I was expecting to receive.

What you're seeing on the sticker is normal on a trailer hitche like the TowSmart # TS54ZR
The two different weight ratings:
Weight Carrying (WC) ratings are for normal towing without a weight distribution system. In your case, that's the 4,000 lb gross trailer weight and 400 lb tongue weight shown on the label.
Weight Distribution (WD) ratings apply when using a compatible weight distribution hitch, which helps distribute the trailer's tongue weight more evenly across the tow vehicle and trailer axles. With a weight distribution system, this hitch is rated for up to 5,000 lb gross trailer weight and 500 lb tongue weight.
The product page lists the maximum capacity that the hitch is capable of for that vehicle. The hitch itself is designed to support both sets of ratings, depending on whether a weight distribution system is being used.
The most important thing to remember is that your actual towing capacity will always be limited by the lowest-rated component in the towing setup, including the vehicle manufacturer's towing specifications.
