Hey Don, yes the Kuat Piston Pro X Bike Rack for 2 Bikes # KU98VR that you referenced is rated for use at the rear of a flat towed vehicle. It might seem weird that some racks aren't rated for this but the reason for this is because flat towed vehicles have a tendency to kind of snake back and forth left and right which puts added stress on it. What kind of bikes are you planning on carrying with it?

We carried 2 Aventon step thru bikes behind our 2022 Airstream Atlas all the way to Bar Harbor Maine and Nova Scotia from the Florida Keys. We use the blue ox tow system with Demco brakes installed on the Jeep. Love this rack. Rack was fantastic. So easy too use. Noticed no sway. Bought due ro the. Solid build quality of Kuat. We also bought the swing arm attachment, which allows us to open the Jeep Wrangler rear door and window. We needed this rack since it has the led tail lights since we use a bike cover. Without the lights you wouldn't see our Jeep taillights. Bikes were easy to load and remove since we didn't order fenders. Rack wouldn't work if the bike had fenders
