Question:
I have a Saris MHS Duo installed with the Saris light kit. It works great, but in NJ one is required to have a rear plate visible and for it to be lighted. Its quite frustrating that Saris provides no solution for this. So how about this wild idea: Use the the Thule plate holder and just attach it with heavy duty waterproof VELCO. With one set for the closed rack and one for open, one could just move it depending on need. It will be easier if I can get another plate, for which there is a MVC form. Then I would only need the holder when a bike is actually being carried. What do you think?

Hey Dave! If you're talking about the Thule License Plate Holder for Bike Racks item # TH35JV, I think that's going to be a great idea! It's got heavy duty straps built into the bracket that I would trust more than Velcro at high speeds. We make this recommendation often and have received positive feedback on how simple of a solution it is.
The big difficulty is acquiring an extra license plate so you don't have to keep moving one of yours back and forth.
The Yakima PlateMate License Plate Holder item # Y02713 is another option. It doesn't come with lights but it'll provide the same type of setup for your rear license plate.
What kind of bikes do you have?

I purchased this unit intending to do something similar. My e-bike rack partially obscures the license plate on my 2019 Winnebago Outlook. The straps worked great for attaching to either the bikes or the carrier wheel hoops. No issues with the product, but you might need to use an adaptor if your 4 or 7 pin connectors are in use. The light is quite bright. It's a very well made, solid unit. I ended up not using it because in Virginia the plate has to be firmly affixed to the vehicle (according to the state trooper who pulled me over less than 10 miles from my house). I kept it for use with another trailer.

The license plate holder with light works great I have it’s attached my E-bike rack behind the 2016 Winnebago suncruiser RV class A My Rv is 37 feet long. I drove from Texas to Michigan to DC back to Texas with no issues The light is brighter Than the original rear license plate light The holder light is well secured and the lights are Led I am no longer using my RV rear plate . J use a L bracket when I fold the bike rack the license plate holder stay oriented correctly I will recommend this holder
