Attaching License Plate to Cargo Carrier So It's Visible With Carrier Loaded or Folded Up

2000 Dodge 3500 Roadtrek RV- The license plate is along the bumper and will be blocked by the folding 48x20 rack in either up position when empty or down position with cargo. I would like to place the plate on the rack itself, but I need a way to flip the plate to that it shows properly. For me taking the plate off and on each time to reposition is not a comfortable option. Also, the plate would need illuminating at night, as required. Any suggestions?

I don't have on off-the shelf item that provide a solution for your license plate, but I can tell you how to put something together that would work pretty well for you.
I'd recommend you use a license plate bracket/lamp like part # LPL55CB. You could use wing nuts, fender washers and bolts that would allow you to quickly move the plate with a minimum of fuss. When the # 6502 carrier is folded down, you could need to drill holes in the edge of the carrier to attach the plate. When the carrier is folded up, simply run the bolts through the mesh floor of the carrier.
If your RV has a 4-pole trailer connector, you could use a 4-pole like part # 18045 to provide power for the license plate lamp. Attach the brown wire from the 4 pole to the black wire on the lamp, and attach the white ground wire from the 4-pole to the white wire on the lamp. You won't need the green and the yellow wire, you can just cap off the ends.
It's not the super-simple solution you were looking for, but I believe it wouldn't be too difficult to rig up.
