Does part number 23-180-181 dexter brakes come as 1 pair ,for 1 axle?

The Dexter Electric Trailer Brakes - 12" - Left/Right Hand Assemblies - 7,000 lbs # 23-180-181 does indeed come as a pair, so one left and one right brake. Each quantity of one with be enough to replace the brake on one axle. So if you have one axle, order one. If you have two axles, order two. So on and so forth.
How many axles do you have and what kind of trailer is it?

I had two axes on my fifth wheel and I brought all four but I’m pretty sure they came as a set the whole kit and they’re pretty good
