We’re upgrading a 2014 Jayco Eagle travel trailer. It has a Suburban SW10DE with a 16×18 door. Would the Fogatti FG38FR cover that?

Yes Rick, the Fogatti Water Heater # FG38FR 's 18×18 black door will cover the Suburban 10-gallon opening, though you may have to square up the cutout or add trim since Suburban doors vary slightly. That’s a common Jayco upgrade. If you’d rather go with white, the # FG58FR is the same unit.
Have you looked at adding an accumulator tank to smooth out the pump flow? That helps the Fogatti hold temps steady even with pump cycling.
