Hello Robert, thanks for reaching out. We do offer replacement fenders for the Demco Kar Kaddy SS. Take a look at the following:

- Replacement Fender Assembly for Demco Kar Kaddy SS Tow Dolly - Driver Side # DM5982
I am not quite sure what you mean by "stripped down", but this is how these fenders come. You get the fender, mud flap, light and wire pigtail. Everything in the picture below.
