Troubleshooting Shackles Flipping Over After Replacing Leaf Springs

I have a triple axle toy hauler while replacing the springs as we put them back together one of the shackles keeps flipping over

When you replaced everything, were they exact replacements as far as dimensions and weight ratings go? Are your shackle straps in good condition?
