Troubleshooting Shackles Flipping Over After Replacing Leaf Springs

I have a triple axle toy hauler while replacing the springs as we put them back together one of the shackles keeps flipping over

I put on new shackles upgraded to a heavier spring but the spring shop matched the length to my old spring
