Hi Michael; your 2016 Kia Soul with the manual transmission can definitely be set up to flat tow. You will need a base plate kit, tow bar, safety cables, wiring, and a supplemental braking system. I recommend the following:

-Roadmaster Nighthawk All-Terrain Tow Bar w/ LED Lights # RM-676 (Includes safety cables and partial wiring)
-Roadmaster Accessory Kit for Nighthawk Tow Bars # RM-9284-2 (Completes wiring and includes cover/locks)
-Demco Stay-IN-Play Duo Flat Tow Brake System for RVs w/ Hydraulic Brakes # SM99251
-Roadmaster Brake-Lite Relay Kit for Towed Vehicles # RM-88400 (Required for braking system)
More than likely you will also need a high-low adapter. I went ahead and attached an article which explains how to measure and choose the correct adapter below for your reference.
