Hello Kevin: yes, a 25-1/4" spring is fine to use in place of a 25-1/2" spring. Generally, we do want replacement springs to be the same size as the originals, but there is a tolerance of 1/2" or less. The 1/4" difference is not enough to throw off your suspension.

Also, leaf springs can flatten out a bit with use over time. If the shop was measuring the old springs to determine the replacement, it could be the springs are measuring a bit on the longer side since they are used. So, it could be the 25-1/4" springs are actually exactly what you need. Here is what I recommend:

Hey Kevin, how did the 25-1/4 inch leaf springs work out on your boat trailer? It sounds like they should have been a good match for your 3,500-lb axle. Sharing how they performed could help others facing the same size question.
