Hey Greg, I checked the manual for the Demco DA91 actuators like part # DM8759131 and if the lever is pulled it can be disengaged by using a screwdriver to lift upward on the front of the flat emergency lever spring while pulling lever forward till it releases.

Hey Greg, how did things go after you released the emergency lever on your Demco actuator? Your update could make it easier for the next person dealing with a pulled surge brake cable.

@JamesonC Thank you for asking the follow up question. I tried to pry up the flat emergency lever and with a small, medium, and then great amount of force I am unable to release the emergency brake. I mistakenly pulled my truck out from my trailer after unhooking everything but the emergency brake cable.

So what I ended up doing to disengage the brakes was, I took off the break tube, which released the pressure on the brakes. I still cannot get the lever to switch back over to Tobo side. I am going to drive around a little bit and see if I can get it freed up by stopping and going if not, I most likely will have to replace parts and if I have to do that, I’m just gonna go ahead and swap it over to an electric brake system. Any guidance on changing over to Electric brake system from anyone if I should or should not do it pros and cons?

@StewartU electric has advantages like the brake intensity becomes more adjustable via the brake controller installed in the vehicle. To pick out the correct components though we would need to know the axle capacity of the trailer to match the correct brake assemblies.
