Working load limit is 1/3 break strength. Is the BS or WLL listed incorrect?

AB, no those are correct. The Maxtrax # MA89PR has a maximum break strength of 30,864 lbs with a safe working limit of 15,432 lbs - meaning the shackle can handle up to 30,864 lbs, but should be safely used at 15,432 (or less) lbs.
The general rule of thumb is 1/3 like you're saying, but that's not always the case like this situation.
