Hey Lester, thanks for reaching out!
The Curt Front Mount Trailer Hitch Receiver # C87FR requires you to remove your tow hooks (if present) and then you'll fit it up under the front of your 2019 Ram 1500 and use the provided hardware to fit it in place. You'll then need to trim some of the front fascia that you would have removed at the very start of the install so the Curt receiver will physically fit in place.
Attached are the installation instructions that has photos of the different steps. If this installation feels a bit overwhelming then I recommend checking out the linked installer locator to find a shop in your area that can help you out.
