According to the installation instructions you'll need to torque the flange nuts for the Stealth Hitches Hidden Rack Receiver # 391TES317 to 45 ft-lbs.
Please note it's always important to check the copy of instructions that came with your hitch to ensure proper torque as we've seen this change under special circumstances.
