I have a 2019 Heartland Bighorn 3970RD and need mounting plate and shock for Dexter 7000 lbs axle. Not sure which ones fit?

Hey Tim, if your 2019 Heartland Bighorn uses 3" overslung axles (axle is below leaf springs) then the Lippert Bolt-On Shock Kit w/ Heavy Duty Gas Shocks # LC281281 will be what you'll need.
If you have something different, let me know what you have and I'll see if I can find the correct kit for you.
