Can I use this actuator on a trailer with drum brakes?

You can not, jonathon. The Dexter DX7.5L A-60XL Brake Actuator w Electric Lockout # DX43FR is designed to be used only with hydraulic disc brakes, so for drum brakes you'd need to use the Dexter DX7.5 Drop-N-Go Brake Actuator # 099-175-00.

This actuator has the same 7.5K weight capacity, will work with 2" hitch balls, and is made in the USA.
