Question:
I own a Kuat NV 2.0 two place bike rack. Manufacture weight limit is 60lbs per bike. Can I transport a single 77Lb ebike and still be ok? I could remove the battery and lighten the load by 8 or 10Lbs.

Hello Jeffery, so the per bike weight limit for the Kuat NV 2.0 # BA22B is pretty strict at 60 lbs per bike. Meaning that the wheel tray assemblies are only rated for holding a 60 lb bike. I cannot recommend exceeding the 60 lb per bike limit, even when transporting only 1 bike.
I am not saying that if you put a 61 lb bike on there that it will immediately fail, but exceeding the weight limit could cause non warranty damage to your rack, your bike, your vehicle and potentially endanger other motorists. Even with the battery removed, I cannot in good conscience recommend using this rack to transport your bike.
I would have to recommend using a different rack to carry your bike. One such as the Hollywood Racks Sport Rider SE Bike Rack # HLY74FR which has an 80 lb per bike weight rating. It will work with both the 1-1/4" and 2" hitch receivers.
