I have a really great bike rack solution for you, but the Kuat Transfer V2 # KU84FR can only fit bike tires that are up to 3 inches in width.

So instead, I recommend the Lets Go Aero V-Lectric FAT PRO Bike Rack for 2 Electric Bikes - 2" Hitches - Wheel Mount # LGA77FR. This is fifth wheel approved like you need, has higher weight capacities need for e-bikes of 75 pounds per bike. It has wheel hoops that were designed for fat bikes that will accommodate tires up to 4.5" so that will also work for you. I attached a video of this rack for you to learn more.

The Swagman bike cover # S82006 would do an excellent job on the Hollywood Rack RV Rider # HR1655! It was designed for use at the back of a fifth wheel like what you have as well. I attached a review video for more info also.
