What is the difference between the PWRSV79 and PWRS79? Will these fit front AND back of a 2023 Outback Wilderness with stock P225/65R17 tires? Thanks

The pewag Servo RS Tire Chains # PWRSV79 have a thicker chain link of 3.5mm where the Chains # PWRS79 are 3.2mm thick. Both sets are going to be S-class rated which according to the owners manual for your 2023 Subaru Outback Wilderness will allow them for use on your front wheels only.
