There unfortunately is not a folding version of the 22x60 Flint Hill Goods Cargo Carrier for 2" Hitches - 500 lbs
Item # FHG49ZR available. The closest option to this carrier that can fold would be the 19x59 Curt Cargo Carrier for 2" Hitches # C18109 if you don't mind losing a little bit of space and the upper railing.
