The difference between the Equa-Flex Cushioned Equalizers # LC145546 and the Equa-Flex Cushioned Equalizers 279688 is that # LC145546 can also work with 5K axles and has a greaseable pivot for easy lubrication, whereas 279688 can only work with 6K - 8K axles and does not have a greaseable pivot.
Also, the Equa-Flex Cushioned Equalizers # LC145546 does include the 4 wet bolts and flange nuts for install.
