Yes, the Mounting Brackets # CE26098G-2 can be used to install the Stainless Steel Tandem Axle Trailer Fenders # HP88VR, just note that you'll need 4 brackets per fender so you need to order 4 of these kits since there are 2 brackets in the kit.
The mounting bracket kit is designed around a single axle fender which is why you need more to get the tandem axle fender installed.
