How Does 1032802 Mount to Box

Question:
Hi, With this replacement Mounting Hardware Kit Item # 1032802, how does it actually mount the box to the cross bar? Does one of those parts go under the crossbar to hold it?

For the Replacement Mounting Hardware for Thule Weekender Cargo Box # 1032802 the reinforcement plate will go on top of the crossbar (but under the box), while the Replacement Quick On/Off Bracket # TH04973 will go underneath it. The tie-down bracket will connect to that with the knobs.

I have an older Excursion box that mounts with this type of hardware. I haven’t got this up on my car yet as I don’t know exactly how it mounts. I’d like to know where the tie down brackets fit in with the rest of the hardware. Do they mount between the top of roof rack and the reinforcement plate? Is the little quick on/off bracket all that holds the box on the roof rack? I couldn’t find any info on the Thule website so I came here.
