I have a 2024 Subaru Forester and I am looking for a set of crossbars that don't hang over the side of the rails. These rails are NOT the wilderness ones.

To attach a set of crossbars to the rails on your 2024 Subaru Forester, I recommend the Yakima TimberLine FX Roof Rack for Raised Side Rails item # Y48UV.
This crossbar system has a 165 lbs capacity and does not extend over the sides of the mounting legs. I recommend adding the Yakima Same Key System item # Y07204 to help prevent theft.
A great perk of Yakima's products is you can buy larger lock core kits 6 item # Y07206 or 8 item # Y07208 and have the roof rack and other Yakima accessories all controlled by the same key.
