What are the measurements of this part? I have three and need one replacement, but I want to make sure that its not one of the highinch towers that Thule offers.

The Replacement Gutter Foot for Thule Gutter Feet # 753-0687 is not one of the high towers. Although Thule was unable to provide me with exact measurements, I can tell you these have a 5" clearance above the rain gutters.

So why is it cheaper to buy 4 of these feet separately ($140), instead of $180 for the package of 4?

@Chris are you looking at the old page on our site? The TH300 has been gone for a while if that is what you're referring to. If you managed to navigate to that page the price hasn't been updated for years, not entirely sure how many, but the last update on it for us was 2016. If it is a different set of feet it is how our pricing model set it with the available data. Nobody is trying to pull a fast one, go with whichever option costs less.
