How do I replace the plug with a lock, do I just pop out the plastic?

To remove the lock plug of the Thule foot part # 753-2157-02 you'd just need a small slot screwdriver to pry it out. Then for a 4 lock cylinder set we have the part # TH450400 to replace them with.
