Can you get 13 or 14 inch wheels with 4 on 4.5 ?

Wheels with a 4 on 4.5 bolt pattern are typically found on old passenger vehicles. We have found at least one instance where they were on old trailer from the 60's, but in general that is not a bolt pattern found on trailer wheels. Since these are no longer being made, your best option is to replace the hub, possibly the hub and axle.
If this is an old trailer, which I suspect it is, it is very likely a hub is not available. A lot of older spindles are shorter than modern spindles which means that your best bet would be a replacement axle. You will need to know the axle capacity as well as the length of the axle to find a replacement. Once you have a modern hub with a 4 on 4 bolt pattern you could use a wheel like the # AM20224 you were looking at.
If it is not an old trailer, you can find a replacement hub once you identify your bearings. For example, if you have # L44643 inner and outer bearings you could use the # AKIHUB-440-2-1K. This is designed to fit a 2,000 lb axle and has a 4 on 4 bolt pattern.
