Can I buy just the torque lift tie down part that attaches to the truck frame? Or do I have to buy the extender piece, too?

Good question but the frame-only portion is not available as a separate purchase; you do have to get the entire part, the TorkLift Custom Frame-Mounted Camper Tie-Downs - Front # TLF4007.
