If your Brake Buddy Stealth Supplemental Braking System # HM39530 is activating when you're not even connected to the towed vehicle then you either have an issue with the 7-pin connector or the breakaway switch. The most common cause for this issue from not covering the 7-pin connector on the towed vehicle with the dust cap to deactivate the system.
Since everything is ran through the 7-pin connector, including the breakaway switch, I also recommend checking your wiring to ensure there are no loose connections, damage to any wires, or kinks/bends in the wire.
