what is the main purpose of the tie down that came with the package? Is it necessary?

The load straps and anchor points included with the Thule Pulse cargo box # TH614 can be used to secure items being carried in the box. There is also a strap that hangs down when the box is open so you can pull it to close the lid. The load straps and anchor points do not have to be used. The strap to pull the lid down though is very handy.
