Do you sell a winch bumper that can be used to flat tow off the pad eyes? I have a 2023 Jeep Gladiator and would like not to put a base plate below the bumper, if dont have to.

The front winch bumpers we have for your 2023 Jeep Gladiator unfortunately aren't rated for flat towing. I know there are front bumpers out there that are able to handle it but none of our manufacturers have the stamp of approval.
If you choose to just go with a base plate kit then I recommend the etrailer Invisible Base Plate Kit # e98948, but if you get a replacement front bumper that's flat towable you'll want to use Adapter # BX88357 for a 7/8" thick D-Ring mount or part # BX88358 for a 1" thick D-Ring mount.
For a complete flat towing setup you will need a base plate kit, tow bar, safety cables, vehicle tow bar wiring, a supplemental braking system, and possibly a high-low adapter. If you do not have all of these components just let me know and I can make some additional recommendations for you.
