Can Thule Hitching Post Pro Bike Rack Secure Bikes With Arms Down

I watched the video reviews of two items: A. the Curt Dual Hitch Extender for 2 Trailer Hitches - 8 Extension - D-192 B. TH934XTRThule Hitching Post Pro Bike Rack for 4 Bikes - 1-1/4 and 2 Hitches - TH934XTR I checked with the sailboat company where we bought our sailboat and trailer last summer, and the tongue weight easily falls within the limits mentioned in the videos especially since I plan on hanging only one light triathlon bike on the Thule rack when towing the boat. BUT, my question is: If Im only carrying the one bike on the Thule hitch while towing the boat, can that one bike be latched on while the top bar is folded down so that there is more separation between the bike and the boat. we would need the 4-bike capacity when we get to our vacation home since we have 3 or 4 beach bikes that are stored there year round. If the Thule rack wont hold one bike with the top bar down, would another brand rack such as the Curt Premium Bike rack for four bikes? Im very willing to jury-rig the set up so that it will work. Im hoping that an expert would know the answer or be able to test it out like they do in the videos.

I do know the answer, though you will not be able to secure a single bike with the arms folded down of the Thule Hitching Post Pro Bike Rack for 4 Bikes # TH934XTR.
The arms do need to be in the upright position to secure any bike, and that's actually true of all bike racks, from this one to the Curt.
