The Dutton-Lainson Hand Winch, # DL15002, does not have a hand brake lever. The lever on the front of the winch is the ratchet pawl that changes the direction of the drum.

If you are looking for a braking winch, I would recommend the Dutton-Lainson Brake Winch, # DL14934. This winch has a slightly higher weight capacity than the winch you referenced, but when it comes to winch weight capacity, you can never really have too much. This winch is compatible with cable or straps. For a cable, you can use part # DL24045. For a strap, you can use part # DL24249.
