When is Spacer Plate of Curt Friction Sway Control Used

What are the reason to install or not install the spacer plate?

I spoke with my contact at Curt Manufacturing, and was told that the spacer plate of the Curt sway control # 17200 is typically used if you are planning on bolting the ball to the trailer frame (instead of using the self-tapping screws). The ball would be stacked on top of the spacer plate then bolted to the trailer frame.
