What is an ICC Marker Light for a 60 Foot Gooseneck Trailer

Question:
We are in the middle of manufacturing a 60foot gooseneck flatbed trailer for a customer. Question being: What is the difference between the ICC Marker and the Running? Some locations I have looked at say that the ICC is switch operated to be on/off as needed. I just want to make sure this trailer leaves our premises legal and operational. Any suggestions you can give about this diagram and how to...would be appreciated.

ICC stands for Interstate Commerce Commission. An ICC light is on a switch, though it could also be wired into another circuit such as the running lights. It is basically so that when you flip the switch the marker lights will flash. Typically this was only found on commercial applications (the trucking industry). The ICC was abolished in the mid 1990s.
You can look up current regulations as specified for trailers by the Federal Motor Vehicle Safety Standard or FMVSS 108 for the US and CMVSS 108 for Canada.
