I’m looking for a four pin solution where a magnetic system won’t really work. I’d like to clip lights to a cargo net covering a bike cover on bikes on a rear bike rack.

While there is not an option like what you're looking for, I do have another solution.
Take a look at the:
-Curt Auxiliary LED Indicator Lights # C53201.
These lights measure 7" long and will utilize the same 4-pin style like # PE26UR that you're looking at.
These lights are not magnetic, however with the shape of the lights being a bar you could easily use some zip ties # DW05724-10 to secure it to your cargo net.
If you wanted a more permanent mounting option, that is also available as these lights have included 3M adhesive on the back of these lights.
