Can a step bumper hitch be used on a 2007 dodge grand caravan se with stow and go seating? otherwise, what is the least expensive class three hitch to go on the above vehicle and wiring harness.

A step bumper hitch cannot be used on your 2007 Dodge Grand Caravan. For a Class III hitch I recommend the Draw-Tite # 75305. Then for wiring you will need the Tekonsha T-One Vehicle Wiring Harness # 118300. If you're also in need of a ball mount you can use the # D-4 along with the # 63845 for a 2" ball or # 19260 for a 1-7/8" ball.
