I have some alternative options for you, and as much as I would love to say yes it works, it also looks like there is a review video of the EXO # Y34ZR installed on a 2021 Ram ProMaster where the back door doesn't clear the rise in the shank. So while this system is a good idea, when push comes to shove it won't work.

The best alternatives I can offer is to either use the Kuat Pivot 2 Swing Away Hitch Extender # PVP20B along with the Kuat Transfer V2 Bike Rack # KU84FR (which gives you a similar swing away bike rack) or to go with the Thule Elite Van XT 2 Bike Rack for Ram ProMaster Rear Door # TH302013 which installs directly to your door and leaves the hitch receiver free.

The only issue in either case is that neither option is able to accommodate a cargo carrier as well. You might be able to fit something to your roof or have the carrier at the back and just remove it prior to opening up the rear doors but that kind of defeats the purpose of having the carrier easily accessible and on a swing-away arm like you were looking at.
