Yes!
The Thule EasyFold XT Bike Rack for 2 Electric Bikes # TH903202 will work great with your RadCity Expand 5 & your RadCity 5 Plus.
Since both of these bikes are under the maximum carrying capacity of # TH903202 (65lbs per bike), you'll have no issues there, however since your RadCity Expand 5 has 4" wide tires, you're going to need the:
-Fat Bike Straps for Thule EasyFold XT Bike Rack # TH985101.
This strap kit will allow you to carry your RadCity Expand 5 with the larger tires, without conflict.
