I have a 1000 pound Curt WD system but my trailer TW is between 500-600 pounds. Can I order lower rated tension bars to match the trailer?

Yep, you sure can; it looks like you have the Curt MV Weight Distribution System # C17063, and you can switch to the lower rated 500 lb - 600 lb spring bars. You'd just need to order two of the following:
