I have a 2018 Ram 2500 short bed. I am buying a Keystone Cougar 24RDS with a Road Armor Pin Box. Do I need a sliding hitch??

You would not need a slider hitch because your Keystone Cougar 24RDS has an extended pin box as well as a tapered nose to the body of the trailer and the short bed of your 2018 Ram 2500 is on the longer side as it measures 6-1/2 feet. So based on that you could get away without needing a slider hitch and could use a fixed hitch like the Reese # RP46FR that you referenced or the # RP30047 which is still available.
Now for a rail kit that works with that hitch and is custom fit for your 2018 Ram 2500 you'd want the B and W kit part # BWRVK2602 and you'd be set.
