Can the Top Rack of the Stack Rack II # 310-VSR201 Have the Same Size as the Bottom Rack?

I am interested in VSR 20l, but I would like both racks to be the size of the larger bottom rack. Can this be done?

While we do have a two-tiered basket system that offers more storage space, Viking Solutions does not not have an option to make the top basket of the Stack Rack II # 310-VSR201 the same dimensions as the larger bottom basket.
The only other option we carry is the Yakima EXO Swing Away Storage System w/ 2 Cargo Carriers - 2" Hitches # Y84ZR. Not only does this come with a swinging mechanism that allows you to fully open the trunk of your vehicle by swinging the rack to the side with gear loaded, it also comes with 2 carriers with dimensions of 23" long x 60" wide x 6-1/2" tall. The construction of the EXO system is a much sturdier and higher-quality construction than the Stack Rack II. I went ahead and attached some videos that demonstrate the EXO system.
The cargo baskets of the EXO setup can be switched out for other accessories including the EXO Swing Away Bike Rack # Y92VR, the SnowBank Ski/Snowboard carrier # Y57VR, and the GearLocker # Y44VR.
