How to Fit Thule Yepp Maxi Easyfit Child Bike Seat on Hurley Laguna ST E-Bike

Question:
I have a pretty standard bike rack that came with my Hurley Laguna ST ebike. My goal is to put the Thule Maxxi child seat on top, but still be able to use panniers for storage at the same time. What combination of rack / child seat / panniers would you recommend? Do I need to get a new rack, or any adaptors? Or is this pretty standard luggage rack with a 25kg weight rating going to do it? Thanks!

To use the Thule Yepp Maxi Easyfit Child Bike Seat # TH12020212 on your Hurley Laguna ST E-Bike you would need to use the Easyfit Mounting Adapter for Thule Yepp Maxi # TH12020409 since I checked and your bike does not have the Easyfit window that the Yepp needs to attach.
Now to fit this with a pannier will get tricky since they both occupy the same space on the luggage rack. I did find some pictures online of pannier bags that were lower in profile designed to fit under a seat like this but they aren't options that we carry.
