I installed this today with included hardware and torqued to 150 ft lbs as required, however, the coupler has up and down movement. Is this normal?

Yes, it is normal to have some play in the Curt Channel-Mount Coupler # C25329 when it is installed on the Channel Bracket # C48650. The hardware is not a snug fit as this would lead to corrosion issues and difficulty removing the coupler over time.
