Question:

Can this rack be used for eBikes with fenders if the retention hook is applied under the seat, behind the seat post and over the seat stays? I would also use straps on both the front and rear wheels for added security. The bike is a Gazelle Ultimate T10 low step so there is no crossbar.

The hook of T2 bike racks like the part # TH83JV has to go on the front wheel in order for the bike to be properly secured. If you loaded the bike backwards and the steering wheel was in the rear wheel tray it would not be adequately secured. Since your Gazelle Ultimate T10 has a front fender too your best option is an e-bike rack designed for step thru frames like what you have and fenders like with the Thule EasyFold XT part # TH903202.

This rack uses a frame clamp that was designed for the typically non-standard frames of e-bike racks and also comes with a ramp to make loading and unloading easier.
