Can a ball be used on either side of a drop hitch?

Yes, you can flip your drop ball mount, like the B&W Tow & Stow 3-Ball Mount # BWTS10049B, so it works if the trailer coupler is higher than the receiver on your tow vehicle. There are some exceptions here and there for specialty ball mounts but the vast majority can be used either in the rise or drop position.
If you let me know what ball mount you have I can let you know if it's safe to use it in the rise position or not.
