I see the load rating is 220 lbs across 2 bars. Is this static load or dynamic load?

The 220 lb load rating for the Rhino-Rack Heavy-Duty Bar Roof Rack for Camper Shells # Y01-140B is dynamic - so while you're moving.

Please note you'll want to check the weight rating of what you're installing this on as well. Some campers or roofs will have a weight rating from the manufacturer and if it's below 220 lbs you'll want to stay under the lower rating.
