If you need an axle replacement because one is damaged, you will be fine sticking with the 7,000 lb axles you currently have. All you would need to do is get the hub face to hub face measurement to choose the right axle length. We have 94" # 8327864 and 95" # 8327834 7k Dexter axle replacements. Unfortunately, we do not have any 8,000 lb axles available.
I suspect the reason you want to add 8k axles is based on the GVWR of your 2018 Grand Design Momentum 351. The one thing you need to take into account here is that the axles are only supporting part of the load. You have to consider the tongue weight as well. The dry hitch weight for your trailer is listed as 2,785 lbs. Even if you don't factor in the loaded tongue weight that puts you under 14,000 lbs if you are at the GVWR of 16,500 lbs.
When it comes to upgrading axles you also need to take into account other components of the trailer. You're always rated to the weakest component, so even if you were to upgrade axles you'd have to do the springs, wheel/tires, etc as well.
